The Spend-Impact Gap Is Real (And Getting Worse)

Executives are piloting chatbots, testing AI-powered search, and exploring agentic automation. Despite significant budgets, most initiatives struggle to translate into measurable cost reduction or revenue growth. 

The numbers are sobering. BCG research involving hundreds of companies found that only 22% have advanced beyond the proof-of-concept stage to generate some value, and only 4% are creating substantial value from their AI investments. 

Even more striking, MIT analysis of 300 public AI deployments found that 95% of AI pilot programs fail to achieve rapid revenue acceleration, with the vast majority delivering little to no measurable impact on profit and loss. The research, based on 150 interviews with leaders, a survey of 350 employees, and analysis of actual deployments, reveals a clear divide between success stories and stalled projects. 

Additional research confirms this pattern. IDC found that 88% of AI proof-of-concepts don’t make it to widespread deployment, with only four out of every 33 AI POCs graduating to production. 

The core issue wasn’t model capability but how companies integrate AI into existing workflows and governance frameworks. Industry leaders openly acknowledge shutting down numerous initiatives on the path to value, emphasizing that early failures expose fundamental organizational readiness gaps. 

Impact lags when AI is layered onto existing processes without rethinking governance, skills development, and the critical path from insight to compliant action.

Why Financial Services AI Pilots Fail: Three Root Causes

It’s a Governance Problem, Not a Model Problem

IDC research identifies unclear objectives, insufficient data readiness, and lack of in-house expertise as primary factors sinking AI proofs of concept. Generic AI tools help individual contributors but create compliance nightmares in enterprises that haven’t adapted workflows, decision rights, and audit controls for AI-generated responses. 

The governance gap is particularly severe in financial services. A 2024 survey by ACA Group and the National Society of Compliance Professionals found that only 32% of financial services firms have established an AI committee or governance group, and just 12% have adopted an AI risk management framework. Furthermore, 92% have yet to adopt policies governing AI use by third parties or service providers, leaving firms vulnerable to cybersecurity, privacy, and operational risks. 

The U.S. Government Accountability Office also reports that AI in financial services “could lead to lending bias or cybersecurity risk” and notes that federal regulators are working to assess AI risks and refine guidance for emerging vulnerabilities.

DIY AI Creates More Problems Than It Solves

Many executives ask: “Can’t we just use Copilot with SharePoint?” or “Why not build our own with ChatGPT?” The appeal is understandable—these tools are familiar and seem cost-effective. But generic AI tools create significant risks in regulated environments.

The SharePoint + Copilot Reality for Financial Services

Recent research shows 67% of enterprise security teams express concerns about AI tools potentially exposing sensitive information, while over 15% of all business-critical files are at risk from oversharing and inappropriate permissions. For financial institutions, this risk is amplified by regulatory requirements. 

Specific challenges include: 

Governance gaps: Generic tools can’t distinguish between current policies and outdated documents, and Copilot results don’t inherit security labels from source files.

Compliance blind spots: Compliance often requires detailed auditing and reporting capabilities, which becomes challenging when AI models process data opaquely. 

Access control issues: Copilot essentially has “the keys to the kingdom,” accessing all the sensitive data users can access, which is often more than it should be. 

Regulatory concerns: The U.S. House of Representatives banned congressional staff from using Copilot due to data security concerns and potential risk of leaking sensitive data to unauthorized cloud services.

The Build vs. Buy Reality

MIT research found that AI tools acquired through external suppliers succeed around two-thirds of the time, while internally developed systems succeed only one-third of the time. As MIT researcher Aditya Challapally noted, “Almost everywhere we went, enterprises were trying to build their own tool,” but purchased solutions delivered more reliable results.

Budget Allocation Misses High-Impact Opportunities

MIT researchers found that more than half of corporate AI budgets are directed at sales and marketing use cases, despite the strongest returns being reported in back-office functions such as business process automation and operational efficiency

BCG research confirms this pattern, showing that 62% of AI value lies in core business functions, with operations (23%), sales and marketing (20%), and R&D (13%) leading the way. Yet many financial institutions continue to focus resources on visible front-office experiments rather than the back-office automation that delivers measurable cost reduction.

Fix the Foundations: Governance, Content, and Compliance-Ready Retrieval

Build AI Literacy Tied to Business Outcomes

The literacy challenge is becoming critical. Gartner predicts that by 2027, more than half of chief data and analytics officers will secure funding for data literacy and AI literacy programs, fueled by enterprise failure to realize expected value from generative AI. 

By 2027, organizations that emphasize AI literacy for executives will achieve 20% higher financial performance compared to those that do not, according to Gartner research. The challenge is that “critical-thinking and problem-solving abilities may decrease as AI natives depend more heavily on AI for information and decision-making, diminishing their need to analyze situations independently.” 

In financial services specifically, Gartner surveys show that finance leaders’ top two challenges related to AI adoption were inadequate data quality/availability and low levels of data literacy/technical skills. 

Success requires connecting learning to measurable business outcomes. Train teams not just on AI tools, but on how AI-generated insights drive better lending decisions, faster customer resolution, and compliant process automation within regulatory frameworks.

Govern the Content That Powers Every AI Response

GenAI solutions are less trustworthy due to the complexity and opaqueness of current algorithms, as well as information used to fuel models not being adequately curated, according to Gartner research. Without accurate, governed, and audit-ready content, AI responses will miss regulatory requirements or provide inconsistent guidance. 

Essential governance elements include: 

  • Clear content ownership and accountability structures aligned with compliance requirements
  • Version control with regulatory approval workflows
  • Regular review cycles that ensure content remains current and audit-ready
  • Metadata frameworks that enable role-based access and complete source attribution

As Alvarez & Marsal notes, “With hundreds of AI laws, guidelines and frameworks currently in force or proposed globally,” financial institutions must establish robust governance to navigate this complex regulatory landscape.

Build on Proven AI Infrastructure, Don’t Start from Scratch

The MIT research provides a clear directive: purchased AI solutions succeed approximately 67% of the time, while internally developed “DIY AI” projects succeed only about 33% of the time.  

EY research emphasizes that “financial institutions operating within a regulatory environment are often called upon by regulatory authorities to substantiate their risk decisions.” This reality demands AI infrastructure that’s built for compliance from day one, not retrofitted after deployment. 

The most effective approach leverages established AI infrastructure built on a human-AI partnership model. This framework recognizes that while AI excels at processing and retrieving information at scale, human expertise remains essential for content governance, risk reduction, and quality assurance. 

The human-AI partnership model also tackles a basic reality: AI is only as good as the data you feed it. You can’t just point ChatGPT or Copilot at your messy SharePoint folders and expect magic to happen. When financial institutions let AI loose on unstructured documents, outdated policies, and scattered content, they create exactly the kind of governance headaches that regulators are starting to flag. Meanwhile, executives are left wondering why their million-dollar AI investment isn’t moving the needle.

  • Audit-ready by design: Every AI interaction can be traced to approved source materials with full documentation of content provenance and approval history.
  • Explainable decision-making: Responses include clear source attribution and reasoning paths that regulators can review and understand.
  • Compliance-first structure: Content organization and approval processes built specifically for regulated environments rather than retrofitted generic tools. 

Gartner research validates this infrastructure-first approach, warning that “by 2025, 70% of virtual customer assistant and virtual agent assistant projects that lack integration to knowledge management systems will fail to meet their customer satisfaction and operational cost-reduction goals.” The institutions succeeding long-term are those that build on proven AI infrastructure rather than attempting to construct compliance frameworks around generic tools. 

So, what does success actually look like in the age of AI?
